    Metadata for user-centred, inclusive access to digital resources: realising the theory of AccessForAll Accessibility

    To be inclusive, the Web needs published resources to be matched to individual users’ needs and preferences for their perception and control. In a decade, this has not been achieved and many cannot make use of resources despite having appropriate facilities. This thesis argues that the necessary management of resources can be achieved with well-designed metadata. Demonstration and explanation of the accessibility problems, efforts to solve them and the current state of inaccessibility of Web resources, any resource that is available through the World Wide Web, is fundamental to the research. The author relies heavily on Dublin Core metadata as it is relatively easy to use; is probably the most populous metadata; can be managed with free software systems, and for commercial reasons. The research investigated what makes DC metadata, so apparently simple, powerful enough to be the most popular metadata because there is very little available that explains this. The thesis then documents the scientific view of metadata upon which effective use of metadata can be based in the context of accessibility. It argues, at a practical level, that metadata is essential and integral to any shift to an on-going process approach to accessibility. It contributes to the science of metadata in as much as it analyses, synthesizes, and articulates the characteristics of an essential infrastructure for a new approach to accessibility. The author argues in favour of an on-going process approach to accessibility of resources that supports continuous improvement of any given resource, not necessarily by the author of the resource, and not necessarily by design or with knowledge of the original author, by contributors who may be distributed globally. The thesis argues that the current dependence on production guidelines and post-production evaluation of resources as either universally accessible or otherwise, does not adequately provide for either the accessibility necessary for individuals or the continuous or evolutionary approach possible within the current Web environment. It argues that a distributed, social-networking view of the Web as interactive, combined with a social model of disability, given the management tools of machine-readable, interoperable AccessForAll metadata, as developed, can achieve the desired goals. It raises issues regarding its implementation in the distributed environment of the Web

    Improving the public house in Britain, 1920-40: Sir Sydney Nevile and 'social work'

    The ‘improved public house’ movement in the inter-war years was a central part of the shift towards retailing by the brewing industry. An important part of the reform movement was the alliance between certain brewers, notably Whitbread, and ‘social workers’, particularly those associated with the University settlement movement in London. Using the papers of Sydney Nevile, the importance of a particular social milieu is outlined, calling into question attempts to align the movement to improve public houses with transatlantic Progressivism. Rather, this alliance drew upon longstanding English traditions of public service and religious affiliation amongst a fraction of the gentry

    Identities at odds: embedded and implicit language policing in the internationalized workplace

    This study offers an interaction analytic account of how linguistic identities in internationalized workplaces in Denmark are indexed against members' institutional positions in particular interactional contexts. Where language policy may not be explicitly articulated between members, it is still embedded in how participants micro-manage their interactions and implicit in how members display orientations to deviance, in the case of encountering others in the workplace whose language repertoires or preferences do not meet with expectation pertaining to the institutional position they hold. The study uses recordings of naturally occurring interaction in different international workplace settings and argues for greater attention to be paid to the actual language-policy practices in international workplace settings, as an entry point into developing a more nuanced understanding of the practices through which professional identities are brought about, affirmed or contested, and the linguistic considerations that are implicated in this

    The Western Australian regional forest agreement: economic rationalism and the normalisation of political closure

    This article explores the constraints imposed by economic rationalism on environmental policy-making in light of Western Australia\u27s (WA) Regional Forest Agreement (RFA) experience. Data derived from interviews with WA RFA stakeholders shed light on their perceptions of the RFA process and its outcomes. The extent to which involvement of science and the public RFA management enabled is analysed. The findings point to a pervasive constrainedness of WA\u27s RFA owing to a closing of the process by the administrative decision-making structures. A dominant economic rationality is seen to have normalised and legitimised political closure, effectively excluding rationalities dissenting from an implicit economic orthodoxy. This article argues for the explication of invisible, economic constraints affecting environmental policy and for the public-cum-political negotiation of the points of closure within political processes

    Structural Deficits and Fiscal Policy Stance in Australia, 1966-67 to 1988-89

    This study adjusts the total deficit (or net public sector borrowing requirement) of the whole of the public sector in Australia for the effects of changes in both the level of economic activity and the implicit tax that inflation imposes on the holders of government bonds. Both adjustments are important, even when looking at year-to-year changes in the structural deficit. When the stance of fiscal policy is measured by the structural deficit as a percentage of gross domestic product, four years stand out as years of major changes. In each of the years 1973-74, 1979-80 and 1987-88 the stance of fiscal policy was substantially tightened with the abrupt tightening in 1979-80 being the largest change, though not much larger than that in 1973-74. By far the biggest change relaxing the stance of fiscal policy was in 1983-84, and the change in this year was the biggest of any change in either direction in the period.     The implementation of complex social policy: Institutional layering and unintended consequences in the National Disability Scheme

    In this article, we identify the unfolding unintended consequences which flow from one instance of policy layering in Australia's National Disability Insurance Scheme (NDIS). We show how use of a causal diagram, which highlights feedback loops and emergent properties, to map complex chains of causal factors can assist policy scholars and policy practitioners to understand the likely direction of change and possible responses. In the case of Australia's National Disability Insurance Scheme, our analysis suggests that the likely direction of change will work against two of the fundamental design features of the NDIS: providing participants with more choice and control and ensuring all eligible Australians are able to access appropriate services and supports regardless of where they live. Our analysis points to the use of price regulation as the site of potential intervention because of the role it plays in subsequent feedback loops and the development of the two, unwelcome, emergent properties
